Patron Privileges and Responsibilities

Library Cards

Registering for a library card only requires filling out an application. This application can be picked up at the Circulation Desk, from a librarian during a library program, or accessed through the Library’s website. Applicants do not need to show any further documentation.

Anyone in the following categories can sign up for a library card:

 

Each new registrant receives a new barcode number and library card. All cards will expire in 1–3 years’ time. In order to renew the card, the patron’s address and contact information must be updated and all fines and outstanding debts over $5.00 must be settled.

 

Applicants younger than 18 years of age are required to have a parent or guardian’s signature on their application before a card can be issued. Children must also be able to sign (first and last name) the application without assistance; there is no other age limit. The aforementioned parent/guardian will also be asked to specify Internet, DVD/Blu-ray/Video Game, and Technology privileges their child will have at the library. 

There is a replacement fee of $2 for lost cards.

Cardholder Responsibilities

Madison Public Library cardholders are responsible for:

  • Maintaining and returning all materials borrowed from the library;

  • Knowing their account information, including card expiration date, material due dates, overdue fines, or other charges;

  • Presenting their card each time materials are borrowed;

  • Informing the Library of a change of name or contact information;

  • Reporting loss of library card immediately;

Restriction of Borrowing Privileges

A patron’s privilege to check out materials may be suspended for any of the following reasons:

  • Accumulated overdue fines of $5.00 or more,

  • Outstanding charges for lost or damaged items, or

  • Failure to renew library card before its expiration date.

In all cases, full privileges will be restored upon payment of fines or charges, return of materials, or renewal of the card, whichever is applicable.

 

Additionally, patron privileges may be restricted in the case of violations of library policy (for which consequences should be covered on a case-by-case basis) or in a total ban from the library.

Patron Privacy and Confidentiality

The Madison Public Library protects the privacy of library records and the confidentiality of patron use of the library as required by law.

 

The relevant South Dakota law concerning the confidentiality of library records is SDCL 14-2-51:

 

Confidential library records. All public library records containing personally identifiable information are confidential. Any information contained in public library records may not be released except by court order or upon request of a parent of a child who is under eighteen years of age. As used in this section, “personally identifiable” means any information a library maintains that would identify a patron. Acts by library officers or employees in maintaining a check-out system are not violations of this section.


 

Records indicating the identity of library users includes a library user’s name, physical image, library card number, social security number, telephone number, street address, post office box number, or 9-digit extended zip code. Library records which indicate the identity of any individual who borrows or uses the library’s documents or other materials, resources, or services may only be disclosed:

  1. With the consent of the particular library user,

  2. By court order,

  3. To custodial parents or guardians of children under the age of 18,

  4. To persons acting within the scope of the duties in the administration of the library, or

  5. To other libraries for interlibrary loan purposes.
